Release Strategy

Hello Gurus

This is Regarding Release Strategy

If 10 Items = 5000 rps then Release strategy will trigger 1A

if 20 items =10000 rps then Release strategy will trigger 1B

if 30 Items =15000 rps then Release Strategy will trigger 1C

If my quantity increase with in the strategy 1A then system will as for Re release suppose

8 items =4000 and i have created a Purchase order and when i change to 9 system will go for re release again

i.e 9 items =4500.

and if i change it for 7items =3500 system will go for new release strategy . Can we make strategy on Qauntity basis.

if my values goes above 10000 or 15000 release will be triggered. i want if quantity is less then the original value and with in the Strategy then Also release should be triggered for this how i need to do any help gurus
